SHP TUITION

Introduction
The UTMB School of Health Professions along with its three sister schools on this campus has historically maintained tuition rates in the lowest quartile of all state supported colleges and universities which includes the entirety of the UT, A&M, and UH Systems. Currently, ninety one (91) of the ninety three (93) Baccalaureate, Masters, and Doctoral degree-granting institutions in the State of Texas charge higher tuition and fees than UTMB. Only UT Pan America in Brownsville and Texas A&M in Texarkana have lower tuition and fees. When the legislature allowed for designated tuition in 2005, the SHP, unlike our counterparts, phased in the $40 per semester hour increase over a period of two years. This proposal continues the school’s practice of gradual tuition increases so that students can make allowances for necessitated change.

Designated and Differential Tuition Justification and Application
State tax dollars combined with the state legislated $50 per hour tuition rate simply does not provide UTMB with sufficient funds to pay salaries or maintain and operate the schools. Occasional increases in tuition and fees are necessary to meet the ever increasing instructional cost of providing professional and graduate education and improve faculty to student ratios. The differential tuition increases for the Physical Therapy and Physician Assistant Studies programs reflect the slightly higher costs of operating these programs. The net change of tuition revenue following the proposed increase is estimated at $1.7M over two years equating to about 10% of the school’s operating budget over that same period of time.

Increased Scholarship Funds
In permitting universities to collect designated tuition, the state legislature realizes that it placed additional hardship on the college-going public; therefore, fifteen percent of all designated tuition above a $46 cap is set aside for student scholarships and grants and five percent is set aside for the THECB loan program. The respective graduate and undergraduate designated increases of $40 and $21.50 are staggered over the biennium to provide predictability and sufficient opportunity for students of modest means to secure financial assistance.

In 2007 we were able to award $168,000 in scholarships from existing charitable trusts and endowments. The set-aside grants from your 2006 designated tuition (awarded in 2007) totaled more than $53,000 allowing for grants from $1,000 to $8,000 to students of modest means. The 15% set aside for 2008 is estimated at $116,870 added to the existing scholarships and designated tuition increases noted above will permit the SHP to award an additional $144,919 in 2009 and an additional $179,700 in 2010.
